NACEDA Signs Onto Important Policy Letters: (May 2007)
NACEDA is joining sister organizations in two important policy letters, one supporting restoration of HOME Investment Partnerships funding and the second supporting legislation to correct the Regulatory Relief Act. Here is a summary and a copy of each.
NACEDA Supports Restoration of Funding For Flexible HOME Program ( SUMMARY ~~~ FULL COPY )

NACEDA Policy Agenda Summary March 2007:
Community Development Block Grant (CDBG)

  • Restore and increase funding beyond previously appropriated levels to $4.1 billion
  • In any reformulation of the program no area of the country experiences drastic reductions
  • Restore CDBG TA funds
HOME Investment Partnerships Program (HOME)
  • Restore funding levels to FY2004 with adjustment for inflation appropriated at $2.1 billion
  • Increase the percentage of funds allocated to CHDOs from 15% to 20% of the total HOME allocation
  • Restore funding for technical assistance in the CHDO TA and HOME TA programs.
Rural Community Development
  • Restore funding for Section 515 Rental Direct Housing, Section 502 Single Family Direct Loan Programs, Section 523 Self-Help TA Program, and Section 504 Very Low Income Repair Program to FY2007 levels with adjustment for inflation
  • Support the authorization of HUD's Rural Housing and Economic Development program
  • Support the reauthorization and expansion of the New Markets Tax Credit program
  • Restore Rural Preservation with The Saving America's Rural Housing Act when it is reintroduced in the 110th Congress.
National Housing Trust Fund
  • Support the authorization for the establishment of the National Housing Trust Fund when it is introduced in the 110th Congress.
  • Support H.R. 1427, the Federal Housing Finance Reform Act of 2007 introduced by Chairman Frank, which would create an affordable housing fund from a percentage of funds from the GSE
Community Reinvestment Act (CRA)
  • Expand CRA coverage to include credit unions and non-depository financial institutions.
  • Support H.R. 1289, the Community Reinvestment Act (CRA) Modernization Act of 2007, introduced by Representative Eddie Bernice Johnson and Representative Luis Gutierrez. NACEDA opposes the preemption of stronger state anti-predatory lending laws.
  • Support requirements on small business lending that are similar to those covered by HMDA.
